Laws are legal rules that have been voted in and established by the government. Rules are made by individuals or organizations. Breaking laws cannot be broken have stiff consequences if they are. Rules are more flexible with less harsh consequences. Use your unique teaching style and language to help your K-1 understand the difference in a law and a rule.
